Run the docs workflow from the Harbor repo root with:
Check out the wiki repo as a sibling directory at ../harbor.wiki, because the docs script copies the generated wiki pages there.
The docs script shells out to harbor run boost uv run ... to rebuild the Boost-generated pages, so Docker is required even when Harbor falls back to a containerized Deno runtime.
This workflow updates docs/, syncs the sibling wiki checkout, refreshes the app docs copy, and rewrites the generated package READMEs.
